The Justice Information Management System (JIMS) was officially established by the Harris County Commissioners’ Court in November 1977. This official recognition was preceded by several years’ work planning and designing JIMS and its predecessors. At its inception, JIMS was the largest automated county justice system in the country, resulting in the savings of tax dollars required to support justice processes.

In 1997 JIMS was merged with Harris County Central Technology Services. In 1999 JIMS began transitioning from a mainframe environment to a web-based environment. In 2010 the name of the JIMS department was changed to Justice Applications.

Justice Applications supports thousands of users in hundreds of departments running millions of transactions per day.
